Maybe? The US loaned nuclear weapons to allies during the Cold War (and indeed still does). I didn’t quickly find information about when the US started this practice, but it might have been in place when West Germany played England in 1966. Certainly W. Germany was developing planes intended to be nuclear bombers in the ‘60s.
Conceivably some of the others as well (we’ve given nukes to T he Netherlands and Italy as well, for example).

Hmm. But hosting nuclear weapons does not give you the ability to launch or arm them unless US (or NATO) greenlight it, correct? And that would only happen in the event of war.

So in theory, they are held by the US until war breaks out at which point they would be released the host to actually deliver if necessary. In practice its not clear that it has always been so cut and dry.

D uring the Cold War Germany must have posed an interesting dilemma . Should Germany be given a somewhat limited amount of autonomy regarding the use of American nuclear weapons... or none at all? I imagine that on grounds of expediency there used to be a much faster (looser?) decision protocol for Germany.
But could a German military commander order a nuclear bombing mission against WarPac without US consent?
